With potential infrastructure upgrades, construction of the planned venues outlined in the 2016 bid book, expect a more aggressive bid for 2020, with possible shortlisting, or a surefire shortlisting in 2024, or 2028, should Baku decide to bid (in which general and sporting infrastructure would have greatly accelerated and Baku would have had more experience in hosting sporting events).

So basically put, don't expect a win in the 2020's or even 2030's, but expect much, much, more than we were given in 2016.

Let times because of Baku, who is right? A candidate must go into other direction when Olimpik Baku wants to play and not get what's happened until now.
