still lacks information and anything to show it may qualify for the shortlist.

Although I don't think Baku stands any chance to make the shortlist, I suspect they will score less low than some of us expect: Baku's bid is already much better prepared than some of those we had in the past (Havana, Cairo...). It will be very interested to see how it goes in the long term.

Totally agree. Baku's paperwork seems to be getting into order and is starting to look quite good. Just the detail upon it is quite shabby, low scale and lacking a lot of key features.
