True _ and it's a telling fact that the French Olympic Committee hasn't exactly heartily embraced any of its recent winter bids. They seemed to even actively discourage Annecy's bid after they lost 2012.

As Stu said, you guys already got one consolation Winter Games; kinda cowardly to go for another one -- and that's how it's going to seem no matter what you say.
London and the Brits outsmarted Paris last July; and of course Chirac didn't help either. And come July 2017, don't have Moscow or Rome or Tokyo be the G-8 host. I think Tony Blair's hosting it this year made him try HARDER not to have CHirac come to Gleneagles and rub it in his face that Paris bested London. If the G8 meet last year were hosted by say, Canada, or a non-bidding country, Paris could've conceivably won.
Anyway, shudda, cudda. So, for all the Olympic contests 2014 - 2022, Paris should really build allies and horsetrade its votes for a 2024 build-up. A Grenoble candidacy would also fall flat on its face. WHy should they give another Winter Games to France when it's already had 2 in the post-war years? Play its cards right, and Paris could have 2024 for the asking.

The IOC does not work like that. They make promises, but the day of the vote, they do what they please.

I dont think anybody wants to be sure to win, which is, of course, impossible (as long as you do it fairly). I think he's just (like many French people), sick and tired of bidding and spending energy, time, and money to convince people who systematically reject any Paris bid, for some blurry reasons.
The only new asset that can prop up a French bid would be a political victory of Mr Sarkozy next year, replacing Chirac. Having a young, dynamic, and very charismatic leader could help us.
