The decision came early. The party hadn't even started at a city-run event where the winner of the 2015 Pan American Games was to be announced, but still a cheer went up when those that were there heard that Toronto would be the host city of the 2015 Pan American Games.

Ontario's Deputy Premier George Smitherman called it "amazing". He said, "a decisive first-ballot victory. The games are ours".

The National Post reports that in Mexico the Toronto delegation danced on stage to Toronto 2015's theme song Your Moment Is Here.

Ontario Premier Dalton McGuinty expressed "humility" for the decisive victory and thanked Pan Am delegates for welcoming Toronto into the Pan Am family. He vowed to help spread the untold story of sporting opportunity for youth the games carries.

Toronto Mayor David Miller said he couldn't wait to welcome the world to Toronto. He told the PASO delegates "see you all in Toronto in 2015".

Toronto's bid team had promised state-of-the-art security and monitoring technology to protect the games, about 1,000 highly-trained police and security personnel for peak times, and a fully daily security contingent of 1,500 private security guards and 2,000 security volunteers, reports City TV.

The winning bid also included the promise of a newly-constructed 2015 Pan Am Games Village in Toronto's waterfront district, which would be a home for the 6,500 athletes and team officials.

The games would create about 15,000 jobs in the province, primarily in construction, tourism and event support.

According to City TV, the proposal states the total budget for sport venue construction, renovation and venue legacy is about $1 billion. It's estimated the games will cost $2.4 billion to host. The provincial and federal governments have already pledged half a billion each.
